Simply put: I think it’s a mix of mutations and adding both of the races’ best attributes. Hybrid Saiyans have the potential to gain the best of Saiyans (zenkai boosts, SS obviously, greatly increased stamina and durability etc etc) and albeit that the average humans do not compare even slightly to the average saiyan, you could say human’s intellect, compassion and especially the ability to have adrenaline spikes vastly increasing their body’s limits (I assume Ultimate/Mystic Gohan to be in this adrenaline-fueled state for as long as needed) There is a comparison to be made here to the recent comic/show invincible, where Mark, a half Viltrumite (so functionally a half saiyan for the purpose of this discussion) is able to put up fights against and even be in winning positions against enemies he should have a genetic disadvantage against if he was a full-blooded Viltrumite yet he comes out of it (usually brutally beaten and mentally traumatised, but) ALIVE. Think this same premise was used for Gohan (not saying one stole from the other) where cross breeding is advantageous due to the ability to have previously impossible limits for one race be broken by the other’s genes.

If DBS continues we will just get more characters quickly scaling to Ultra Instinct level after a few days of training

I think people forget that Gohan had his potential unlocked so he doesn't have to work for his power because it's basically just given to him. Goku never had his potential unlocked so he has to work hard for everything he has. Hybrid Saiyan's have more potential than full blooded Saiyan's but full blooded Saiyan's are still stronger. Hybrid Saiyan's seem to develop faster but after 20 years they just reach their peak power and don't get stronger. We were pretty much told that Beast Gohan is his final form but it's still not on Goku and Vegeta s level and yet Goku and Vegeta aren't done evolving and growing. Gohan also doesn't have enough popularity to take over the show and therefore he won't ever be the star or the strongest. They need to keep Goku and Vegeta at the top to keep sales high so for all the Gohan fans you'll just have to settle for second best.

ToP Ultimate Gohan>=Goku Blue Everything confirms Gohan was on par with Goku,even the narrator. Ultimate matched/surpassed Blue and Beast matched/surpassed Ultra Instinct If Goku was holding back his Blue power he would have powered up further in Blue instead of going Kaioken on top,which is also a better strategy and what Goku would do. Gohan also threatened to beat Frieza who was about equal to Goku,and it really seemed like it was legit and not delusion.
