Technically, the term 'deaf' is the physical lack or loss of hearing. Using that term to describe the community is not offensive because that is what they are. Though 'hearing impaired' is considered politically correct, the term was created by the hearing community and is not really embraced by the Deaf community. Using the terms 'deaf' and 'hard-of-hearing' are the most appropriate. (For those who might ask, I got this information from a book about Deaf culture written by a well-known d/Deaf professor)
