I've always loved how Erwin trusts his instincts. When everybody was questioning Armin about them hiding in the walls Erwin didn't hesitate. He believed Armin cause he knows that Armin had a reason to believe that and that armin is one of the smartest people they have and to question him would honestly be foolish. He told them to listen to Armin for a reason and his listen to the chain of command was a reflection of that

It also just makes sense imo. The walls are a much more tactically accessible location for an ambush, and it would be impossible to search through all those collapsed buildings in a timely manner. If Reiner and Bertholdt were in the town they could take out anyone coming close while the other houses block line of sight.
