The fact that the war to conquer the earth was called 'the seven hour war' tells you a lot too, it not only tells you how overwhelmingly powerful the combine is, but also how meaniningless the earth must be to the combine if they're that powerful and cover so many worlds in so many universes. In game the only reason why the resistance succeeds is because there's so few occupying forces, again it shows how trivial the earth is to them, and why closing the portal to stop them bringing more is the main goal

The combine are powerful sure, but not invincible. The Union from my understanding pulled their forces not in an attempt to show how trivial earth is to them (Though it could be seen as such) but the Combine were already struggling with their forces being spread as thin. As ruling across many realities and planets can exhaust alot of resources, and it comes back to just this. Resources. The combine pulled their military for preservation of resources. Instead opting to create peacekeepers from humanity. This would be cheap for them as they could use already existing earth resources and minimal combine tech. Though it looks expensive most of the overwatch suits are cheaply made. Giving just enough protection for each role to do their job and not an ounce more. This does include high ranking overwatch like ordinals and elite combine. This was until the discovery of the borealis. This would send the combine into a frenzy as this tech would solve all their issues, they needed it and risked it all. Eli knew if the portal reopened the combine would not hesitate a second time and obliterate everyone as securing the borealis was important enough to them that they would pull even more forces, risking probably several frontlines in other realities to secure this for study and intergration.

The downside to all this centralization is that if even one part of the Combine's hierarchy were to fall, the remaining hierarchy and support structures are too reliant on the hierarchical command for allocation of resources or labor, and the infrastructure needs to remain connected with the greater Empire beyond Earth would be shattered. This could lead to a complete failure of their dominion on Earth, at least. The right man in the wrong place could shatter the Combine's presence on Earth.

What makes Freeman in particular terrifying is not just that he's genuinely a threat to combine rule over earth, but also Combine existence in general. Especially considering the fact he is obviously working at the behest of some mysterious other worldly entity who has now turned on the Combine for, again, mysterious unclear reasons. In half life 2 beyond Freeman's direct overseerer/boss "the G-man", we aren't sure who is supposedly is working for because the G-man thing is just a middle man of sorts, "a fixer" for unseen intelligence/entity/force. This unseen entity decided over the events of half life 2 to turn against and end the Combine for again, unclear, unknown reasons.

I'm guessing that's where most of the 7 hour war was fought (because the portals the Combine were interested in were created in Black Mesa, which was in North America), and thus is too torn up to set up cities there. Aperture is mostly underground, so it was pretty unaffected. The Combine wouldn't be too interested, because from the surface it's just a shed.

Most games set in World War 2 only focus on the BIG BATTLES against an enemy we already know is VERY unsympathetic because then the game can just focus on the BIG BATTLES. Wolfenstein: The New Order on the other hand is a reconstruction showing WHY the Nazis are bad, it's focus is on the world the Nazis wanted to create along with having subject matter such as racism among the allies. Even their wonder tech such as a moon base is just so they can have an inescapable slave labour camp. But it is a throwback to older shooters where you are a lone badass gunning down legions of baddies by yourself.

The war was 7 hours because Breen surrendered as the only human that can communicate been that way the only Earth's representative and they only keep humanity alive because they want the local teleporpation technology and they almost had it, surely Mossman was trying to develop it for them in the slowest possible way. this was explained by why this was the case in another comment, but it's because the combine saw earth as such a small factor to their galactic empire that they didn't have many readily available troops to defend its foothold. At the time of their invasion, more specifically: the status of control, hasn't gone on long enough (or hasn't been devoloped enough) to reach communications to the hierarchy to send troops through the portals to fight the resistance. If they did have that kind of communication power, the resistance would have been annihilated in less than a month, if not within two or less weeks.

Conquer i doubt It. They have the ability to adapt tech but there are so many factions and variables that would make It an stalemate, beside the size of the imperium. The combine only won on earth because It was one planet vs their whole army. If there were multiples they would had a problem
