Takahashi says the 10 year lifespan was something prior to Alpha's awakening, there is an unspecified amount of time with the liberators fighting Moebius. But in N and M flashbacks, who were fighting since the beginning, having term marks and stuff the city people in FR said, we know they are used to the cycle for a while. At a certain point, Alpha says enough, he cant be neutral anymore. I suspect but its not confirmed, that Melia's capture was the final nail in the coffin for Ontos to take the decision. That they are all done for, only new life was worth saving. Triggering the events of FR. Now, I WISH we knew more about this period, specially now that we know that Noah found Logos.
