Rhydon was the first _official_ Pokémon, but the beta for Diglett was made by one of the developers when they were a kid so technically if it wasn't Rhydon then it's Diglett. In terms of lore though, Bulbasaur is the first Pokémon (presumably) discovered or ever to be FULLY recorded. When it comes to Arceus and Mew, their lore contradicts each other completely as it implies that Arceus was created first, but for that to be possible then Mew _wouldn't_ be the ancestor to ALL Pokémon. For Mew to be the *ancestor* of all Pokémon, then Arceus would _not_ be a Pokémon, and that Arceus simply chose the form of a Pokémon after creating Mew for their lores to actually fit together.

True-Arceus then made Arceus (the Arceus we see in the games is a branch of true Arceus) then Arceus made the creation trio and lake trio, then mew, then mew evolved into all Pokémon, except for artificial ones and the two trios i mentioned. Pokédex-wise: rowlet or bulbasaur (rowlet cause it’s the first in the PLA dex, which is allegedly the first dex made) and bulbasaur because it’s the first in the Pokédex of the first game The true first Pokémon: Rhyhorn.
