Ultra Beasts were officially confirmed, not legendary in 2018, when Pokémon made a website to celebrate the year of Legendary Pokémon, showcased all existing legendaries at the time together into one page, and created quizzes about Legendary Pokémon, including questions on what wasn't a legendary Pokémon. UBs were not shown on the page showcasing all legendary Pokémon at the time (but Type: Null and Silvally were, which is where the official confirmation of them being legendary originated), and one of the questions on the quiz had Pheromosa as its answer for who wasn't legendary.

Re: Those guidebooks, they aren't a reliable source for people arguing whether something is or isn't legendary as they tend to get details like that wrong very often. I remember this being the case for Pokémon such as Rotom being classified as legendary back in Gen 4.
