So since the labels are all about timing & appearances & Keeping the buzz around their artists going; That doesn't allow much time for creative ingenuity, flow or song writing for (just an example) an album of 12 tracks before a certain season/expected launch date. & if they allow their artists to focus on song writing what time would be left for promoting the yet to be finished album? So they compromise by purchasing beats & songs no harm no foul....the writer will be paid either way.
