Why cant a chanter be made flat ( cover the note hole and the above holes , no dead holes) like a whistle The practice chanter works but the pipe chanter needs more control over the released air Why cant a chanter be made to not need lower fingers lowered when playing high notes?

The practice chanter is not a performing instrument: it is meant to be quieter than a pipe chanter, so has a parallel bore (not a conical bore). Beware using an electronic practice chanter - your lips will not benefit, and you will not be prepared to tackle a full set later.

Anyone else new to this feel like they are blowing extremely hard to make this sound right? Is this normal? And is this the same with chanter and full set of pipes?

Try removing some hemp from the practice chanter reed and push or turn it in deeper. If you feel like you need to blow harder to get the pitch to sound right, it's pitched too low. If you blow harder, the pitch goes up. This is the same on the full set but with the real thing you can also just push the reed in deeper.
