Coincidentally, it is by Outkast so Hey Ya! wasn't the only song by them to be featured as a stand. In fact, all of the boom boom family (the users of this stand) are named after Andre 3000's birth name, Andre Lauren Benjamin. As another fun fact, some of the background racers and horses in part 7 are named after rap music (Kanye as a reference to Kanye West, and no 1, country grammar, and Nellyville as a reference to Nelly).
