Don't take this as criticism, Mole. I like and respect your analysis. That said, I think you are putting too much weight on endgame benefits when comparing leaders. You don't take acceleration into account. Many of these benefits that you consider "too small" are actually quite meaningful in the early game. For example, George Washington's 1 wood benefit on Logging Camps is actually a massive boost when your camps are only producing 3 wood per camp. It is even better if you are stuck in an area with only 1 and 2 wood yields. Similarly, the acceleration boost of Adventurous is dramatic. Finding a few early wheels, plows, or rope when you can't make them yet is a big deal. The Adventurous leader is grabbing about 50% more caches (on average) than one without that perk. And something like the +2 speed to Settlers is huge. It can turn a 6 turn walk into a 2 turn walk, and those 4 turns in the early game can give you a big head start (it can also let you win a race against another culture trying to grab the same prime spot). I think if you look at these small bonuses and consider how much acceleration they can provide in the early game, you might begin to realize how that acceleration can be worth significant benefits in the late game. If, for example, you only need to make two stone pits (rather than three) to get the materials you need early, you are saving 4-5 turns and may be that far ahead of an opponent in producing some other key benefit. I doubt this will change all of your ratings (most felt right), but I think it might affect your thoughts on a few cultures.

Nahh all good, criticism is a valid point and there is always I can take from it. Attacks on the other hand are not. Yours is certainly not an attack. And I do actually agree with you. I am an endgame whore, in other strategy Games I am what you would consider a "Tech" player. Definitely my weakness. When I started to make this tier list I knew that people would disagree on a lot of parts and I tried to minimize that as best as I could. So I told myself, if someone comes in and tells me Leader X should be better, I would agree. Personal note. I find tier lists the worst of all guide type videos and this was my first tier list for a Game ever, because on how useless I see them myself

Zenobia's resplendent makes total sense to me from a logical perspective: She starts off with a luxurious capital which attracts investors, but then needs to find ways to compensate. To adapt and sustain that capital lifestyle she needs the extra merchants, puts extra effort into the trading posts making them more effective and receive additional knowledge boost threw all the trading interactions and efficiency pressures. The extra merchants is so powerful you can get any ressources you need at unbeatable speed without even needing to produce any yourself. Use that to build wonders for even more merchants. When your done get free amenities which would otherwise be very expensive. i would argue for an A tier.

I think you are underestimating Juarez first perk. It actually makes the tribes like you one point more when you meet them. That means you usually get faster population earlier which speeds up everything else.

I'd go so far as to say Juarez is easily the strongest leader currently, with very little competition. The initial expert + early stables means that you have such an absurd production bonus in the early game that every other nation is going to be spending most of Act1/Act2 just trying to catch up (unless they get a tribe to boost them to 6 pop super fast). In games like this production is king above all else (because if anyone is ahead in any other factor you can just swarm and overwhelm them with military), and Juarez gets the headstart on that. Having one of the strongest unique perks, plus stately and efficient is just bonkers. He's been the only leader I've been seeing getting outright banned.

Juarez gets +5 gold/turn from Turn 1 plus with Stately he gets a production buff to every city from the extra happiness plus he gets a crafting boost plus he gets easier Tribe assimilation (+1500 citizens). All this makes him completely insane early game and he just snowballs from there.

I’m sorry but Persia is S Tier. They’ll fall off as will Rome if upgrading units removes levels, but couple the number of doom stacks you can field with the fact that captured palaces provide plus one city cap and the fact you can’t currently upgrade units is a moot point.

Hi Mole, I really like your list, thanks for doing something you didn't want to do. What do you think if they added the ability to custom your own leader using perks only on a point basis similar to Master of Orion and some other 4X games?

First off, thank you for the kind words. The conversation has been quite civil under those which actually surprises me, like people do disagree of course but that was highly expected on my end. To answer your question, I would like to see that. I also believe that your custom leader even with a point system would be more powerful then most leaders available in this game
