I have a feeling that it isn't completely random, but rather it probably takes into account: A) Who you've played within the last [10, 50, 100, etc] games B) Which character has been chosen for the other player (if the other player's character is chosen first) C) Possibly your stats with certain characters, but probably not And, I could be wrong, but I believe it is a 0.014% chance, if nothing else is taken into account.
