I heard they wanted Edge to end it back then but he declined and they wanted Orton to end it but he also declined

Good question when you consider falling through the cell wasn't supposed to happen. Matches arn't 100% scripted though, They'd have probably just seen where the match lead them. It's mostly improvisation.
