The only reason Surprise Attack has been able to defeat the enemies is due to the fact that it is a surprise to the cop. Well, at least that's what I think. It'd be really cool if MoBo expanded on this idea.

Surprise Attack reminds me of a gag villain from an old webnovel who was called Boomerang Boy. He used gadget boomerangs, but he also had this weird tendency to come back whenever people thought he was dead. They never explained how he kept doing it, other than *"Boomerangs ALWAYS come back."* I kind of suspect that his one superpower was self-resurrection, but he was only well-known for throwing boomerangs at people, and never openly advertised his real power.
