Jared you are wrong - Adani spent 250 million dollars in INDIA - not in the USA. It was money that was already spent in India to bribe officials for contracts. Under American law he's culpable for misleading American investors/shareholders as he was raising funds from these US-based investors in several transactions - then used some of the funds to bribe officials in India.
