By far. Elgin was the first high flyer in the NBA. The first MJ, the first Dr J, etc and he completely dominated.

He once averaged 38.3 points per game and 18.6 rebounds as a small forward. Probably the greatest small forward in NBA history, and there have been a lot of greats who have played that position.
