He is definitely 13+. I had my moustache at 13. And I know of folks who used to keep trim beard to look younger. He is in grade 8. So it adds up, he is 13 for sure. I would go for 17-18. In Asia many people do that in sports, studies. His kiddish demeanour in this interview makes him feel younger. I have had clgmates who acted younger just to seem younger. I didn't mind that since it was academic and these kids will just get to work longer in the workforce by a few years. But 14 yo competing with 12 yo is unfair. Hope take make the sport fairer.
