They have a bullet maker but they eventually run out of supplies during the time jump to make bullets with, they even have to resort to making fuel out of corn and start using bow and arrows more because the arrows can be reused, in season 10 Daryl does tell alpha that they have ammo but obviously they don’t have enough to justify using it against the whisperers
