For Valve : The DH2013 stickers had their size and rotation when they were first added to CS2 but were scratched! Then, Valve fixed their scratching (all of them were scratched, 100% of them, even though they weren't, due to how they were generated) - When Valve fixed the scratching, THEN they lost their size and rotation variation!

someone mightve beaten me to this but every year tf2 gives out secret saxtons to players who log in, and using this item in a match will give a random player an item from the drop pool (1% to get a hat, 99% to get a weapon etc etc).
