There's two reasons the NBA bans a lot of these things. The first is the "suit and tie" mentality. Even as an NBA player, you're coming to work. Basically you're being told to dress appropriately. Don't wear your headband upside down, don't wear a band aid on your face, don't sag your shorts, etc. The NBA even created a rule a few years back that you had to wear a literal suit and tie to every away game. The second reason kind of relates to the first in that the NBA bans anything they deem "thug". The band aid, the haircut, unauthorized symbols on shoes, etc. Back in the 90's David Stern had a serious problem when Rodman started getting tattoos and dying his hair.

About the headbands. The NBA is a for-profit private business. Rondo is an employee of a franchise of the NBA. It'd be like a McDonalds worker wearing their visor with the golden arches upside down. It's improper display of the company logo and if some higher-ups don't want their logo displayed like that, you can get a new job. He is basically saying "screw you" to his employer.

Upside down headband: My understanding is that player had initially saw the headband as a marketing opprotunity (they could wear Nike or Adidas headband) and make some extra coin. The NBA nixed that first and said players had to wear NBA headbands. But some players said "Fuck that... I should be getting paid to advertise a brand, and I'm not letting the NBA make money off me." So some wore it inside out so the logo wouldn't show. The NBA remedies that without a new policy: instead, they just printed the NBA logo on both sides of the headband. What next? Well... wear it upside down. Then the NBA said "Nope... you gotta wear it right side up. Fans need to see our logo." Don't have a source, so take that with a grain.
