There is a better way to accomplish this task. Any size skid steer can be used. The wheel should be rotated without touching it. The tread of the tire shouldn't be touching anything. It wouldn't work well for the military but it's perfect for agricultural equipment. The wheel needs to be supported inside the rim by two rollers one hydraulically driven.

These guys didn’t even remotely invent this, lifts like this have been used in the military and aviation for decades......taking the products of others and tweaking them isn’t exactly innovative.
