Nah, he only hunts monsters for money. Evil however, he punishes because he believes it's the right thing to do. Judge Dredd doesn't do that.

He's known to let some monsters live. Goes to show even in lands ravaged by war, he doesn't see purely black and white, more of a moral gray area. Sure he'd get paid for killing the monster, but some monsters don't hurt people. A good example of this in the games is a quest in the Witcher 3, on Skellagie (or however it's spelled) A village has a contract on a leshen. One person wants to save it for it breeds the village's hunters, another will pay Geralt fairly well to kill it. Now, he can relight the altar, *not* killing the leshen, and still get paid, or kill it, get paid. *But* at the cost of the hunters. Return after awhile, the village will be empty, huts burned. Same goes for some humans. *That* is how he got the title "Butcher of Blaviken"
