I heard that Tatsuya’s voice actor in the first game was new to voice acting which is why there are moments in the game where his acting isn’t great. On the second game, it was decided to use Tatsuya’s live action actor to voice him.

i think this was intentional, to show that tatsuya never laughs so when he does he sounds goofy and awkward as hell, kinda like majima laughs like a hyena bcz back in the day (yakuza 0) he didn't laugh at all, but who knows maybe im reading too much into it and the va just did a bad job ._.
