Coney, this isn't to bash you or call you a liar or anything but technically pretty much anyone can whistle. The few exceptions are individuals with deformities of the mouth, gums or the like but you don't have that. It's incredibly more difficult for some as versus others to learn but it is possible. This is coming from someone who never could whistle for a very long time. I always had the same story as you, but eventually someone really sat down with me and worked and I was so frustrated and just kept saying it wasn't possible. But eventually they got me to whistle. It took 8 months of them trying to get me to do it but it worked and now I can whistle like it's nobody's business
