It's never really explained why some kids of non magical backgrounds develop magical powers like Mildred herself but adults can't without magical help from an actual witch or wizard. In a different episode, Charlie tried to get admitted at Cackle's but at the end he just drops and next season he is enrolled in an all-boys school for wizards.

1) It's good that there are subtitles that are automatically translated into the desired language 2) the first episode, it seemed somehow didn't play naturally, it was a bit dry 3) The author of Harry Potter has rethought it much better. + she also took something from "Mater and Margarita", Bulgakov.

In season 2, he really wanted to be a pupil at cackle's. Miss Hardbroom obviously didn't approve. After going through a magic sickness, he had second thoughts. However, in season 3 he decided to become a Wizard.
