What does it mean if the fan is not running on powering on

I don't think this inverter ever did cycle the fans on at power up. It seemed to be a combination of load current, time and possibly temperature that controlled the fan. If you turned on a big load, the fan would kick on then even if that load were turned off, it would stay running for some time after. But that said, I think the fan controller circuit is not working at all now, have some plans to fix that upcoming.

Interesting does the manual reflect the fan cycle at the power up sequence, I think it's a standard procedure but I could be wrong. Be Safe

No mention of that in the manual that I can find. In fact it doesn't even mention "fan" in the whole 24 page manual. I know my PC fires up the cooling fans when you first turn on the power, then they shut off in a few seconds. So yes, that is a fairly common thing to do, sort of a self-test I suppose.
