They're two separate jobs; being the guy inside the suit would suck because you'd have to walk on stilts while inside a deathtrap of a costume while in the heat. To be the voice actor, you'd have to have a really accurate voice which is very unlikely.

I'm guessing there are cameras in or around the eyes so he's controlling it from the actual perspective of Megatron. That would be a nerve-wracking job. I imagine the robot weighs a lot and there's definitely a risk of hurting people. I'm guessing that's why they have the area blocked off where people can stand for the photos to try and avoid any excessive risk.
