I like how the cartoon even realistically portrays Tom and Jerry's dynamic, in the first few episodes Itchy is just defending himself from scratchy, but then as they go on, he starts messing with scratchy for no reason. They really did their homework when making these episodes lol

Really, it seems more like they started out making it a straight rip of Tom and Jerry and its imitators, and then realized it was funnier to play up the idea of "wow, Jerry's an asshole." I don't think there was a wider plan, given that Itchy and Scratchy goes back to the days before The Simpsons was even its own cartoon.

The kids needed to be watching something on TV, and they needed something immediately identifiable as a cartoon the kids would be watching, and that was a Tom and Jerry clone - not just because Tom and Jerry themselves are so famous, but also because they inspired a massive host of imitators, to the point of "cartoon where a cat chases a mouse and the mouse defeats the cat" was practically a subgenre. In fact, the creators have said that one of the biggest inspirations for Itchy and Scratchy was Herman and Katnip, one of those imitators. Basically, it's not really a ripoff so much as the Simpsons universe's equivalent of something we have in the real world. Duff Beer is their beer brand, Buzz Cola is their soda, and Itchy and Scratchy is their cat-and-mouse chase cartoon.

Satire falls under the fair use provisions of copyright law. Plus, even though Tom and Jerry has gone through multiple writers and directors, and many design iterations and animation styles over the years (some good, some bad), I can't see how anyone could actually confuse this with the real thing.
