@@SirAuronthehonorable probably both of them, depending on the case. We can't figure it out exactly because no one has access to the used code system in order to dechiper the messages. What's known is that the Romanian intel used the number station to communicate with Romanian spies abroad. It also coincides with the time when well-known intellectuals managed to escape the country and became vocal activists against the regime, through media (especially RFE/RL), thus it's possible that some of those encrypted messages were referring to espionage activities related to those.

That period was rather short as in 1968 we were againts USSR invasion in Chechoslovakia. Actually, Romania was a target for KGB and GRU agents and we had a special CounterIntelligence Directorate that was hunting KGB and GRU agents. It's a very interesting history!

It's Romanian. Ciocarlia is Romanian for skylark. I don't know how you can confuse "șase" for "seis", "șapte" for "siete", "opt" for "ocho", or "nouă" for "nueve", as they sound nothing alike.
