If the bankruptcy laws in the US are similar to ours in the UK, then the administrators who are handling the bankruptcy (legal firm/bank etc) will have responsibility for handling everything and the company filing for bankruptcy will not be allowed to contact or reply to any customers and will definitely not be allowed to pay anyone. The administrators will go through the accounts and they make contact with anyone owed money. Payments will be made in priority order and some will not get paid at all. This process can take several months, maybe years.

I assume "constructable" is trying to cast a wide net. It could potentially include CCGs, LCGs, deck builders, bag builders, tableau builders, engine builders even things like Smash-Up would fit. I suppose you could qualify things like Marvel United/Death May Die because you are constructing a team at the start of the game. If they don't want such a wide net, they should definitely clarify the term.

chapter 11 bankruptcy which is a refinancing of debt. You still have to pay said debt. Chapter 7 is bankruptcy that wipes debt for people if they mess up and provide a fresh start so long it's a genuine failure not a deliberate one.
