I bet luke realizes it is a second ending to the verse that preceeds the prechorus. Instead of doing a cheap trick thing like at the end of the first verse, he went with the who to wrap up the second. It’s cool

It's called a pinch harmonic. There are a lot of instructional videos on KZbin. You basically hit the note with your pick then let your picking thumb brush the string.
