Yes but the equipment required to manufactured chip is imported. We can't make advanced chip unless the OEM sell its equipment.

have we ever seen a central minister ever speaking like this, i mean with enthusiasm,passion and working with a goal in mind and wanted to be competitive like we all do in private industry thinking and working like an employee? This is exactly we were missing for generations.. unfortunately most of the previous leaders in spent their time in fighting for power and their chairs, bribes..and what not.. though we have lot to catch-up, but we have capability to achieve a top position in short span than anybody else.

Can he focus on railway and safety or get someone else to do that job. Railway like a ministry definitely needs full time attention. Apart from few vandebharats which can carry a few thousands and add long delay for every other train, there is nothing really changed to handle more volume or facilities for the ordinary passengers.
