refinery was/is needed crude is cheaper to buy, then cleaned in house, makes much more sense. sound business sense and business houses always have worked on this focused way, there is nothing wrong with Indian mega business houses and its runners, only drawback that some of corporate profits should be used in making societies around them better, but then worldwide none of businesses do, so I guess its collective same sense of focused work for self-that's all.
