I'm going to say this and I don't care if people disagree: I understand some owners reluctance to spend big, you can spend a fortune on someone who just won't make the grade at the football club. Which is why I'm all for research and analytics in the game. Too many people look at x player and say he's good but will rarely question as to why he's good in the first place. Was it the tactics or the players surrounding him or was it because he performed well due to playing for a not so good team easing pressure and expectations on him? Sometimes I would wonder....

Not sure how you can include Arsenal from 1 year ago when Saliba still hasn't even played, Pepe picked it up at the end of last season, we were in between coaches, and we still have players in contact from that spending. Lucky for us in the USA we now get to see more Barca games on ESPN. Knowing that they’ve had to get a loan, sell sell sell and basically bring in free agents? Dude they’re gonna have to rely on La Masia for at least a couple of seasons. They’re fielding a lot of academy players every game basically. Pretty much like Chelski did under Lampards first and only season, remember? Just Barca doesn’t have an oil Baron to fund a bloated transfer budget. That 2010 season was almost a miracle for roma it certainly didn't reflex the state of the club raneri turned a aging age into scudetto challenges if you look at the general starting 11 at that point riise, juan, mexes, pazarro, perrotta, totti all in their late 20s or early 30s. In addition roma finished 6th the season before they hadn't been the same since mancini was sold to inter and had a horrible record with issues totti would be out for significant periods along with players like de rossi and perotta. It is not really a reasonable statement to make that they were better but somehow got worse after spending money frankly for all the issues roma had at the time it is impressive that garcia managed to turn it around with a whole bunch of new players. After that roma were a top 4 side for significant period. As for milan that 99 season was frankly a miracle milan had a good team but it was in transition and aging and to be honest even in a period which milan dipped they were able to sign the likes of serginho, dida, kaladze, gattuso, shevchenko all of whom went on to be massive successes for milan. It surprises me that the season in which milan spent the best part of 200 million euros was spent on mediocre players or flops par 2 or 3 exceptions there was no real positive legacy from that debacle.
