Drilling AK gas block pin

I have a front sight and gas block with 3mm pilot holes. Would it be best to drill those holes with the barrel installed, or can it be done without them being installed. Its just that I have a barrel with the grooves already cut on it.

You should be able to drill the holes for the front sight/gas block with the barrel installed or not. The only difference will be your ability to hold the setup properly may change with the receiver in the way. Im sure you can do it
