In dewey decimal (many public libraries), non-fiction is filed by number. Fiction is usually filed by the author's last name instead of via dewey. It's just easier as most people want to find books.

Numbers allow for books to be filed by subject- i.e. if you’re looking for books on Venus, all of the books on Venus would be in the same place. Then the books are filed by the author’s last name, to make it easier to find a specific book.
