I'm willing to bet they've been pushing those programs even harder, seeing as how they're just now realizing they cannot ever hope to meet the need for troops to fight the world war they've been busy starting. These are the kinds of circumstances under which such programs start taking stupid chances, or making stupid mistakes in the effort to deliver a working system for their impatient and intemperate masters. And if it *is* a rogue military AI, we are in much deeper s^^t than if it were merely the Chinese, or our visiting elder siblings in intelligence.
