the "lingers for less time" move changes were NOT endlag, there was a pretty consistent problem with a lot of moves where the hitboxes for attacks would still hit enemies for multiple milliseconds after a move had ended. imagine that you use a move like whirlwind slash, then about a second after you've finished the move, someone dashes towards you only to be hit by the whirlwind slash anyways

Lingering doesnt mean endlag it means that after using a move the hitbox stays for a little but before dissappearing so less lingering means when the hitbox dissappewrs right after the move ends😊
