There was a Sci fi movie that came out in the '90s called Within The Rock that covered this topic. They ended up drilling into the asteroid and setting off explosions in a way that would act like rocket propulsion to move it out of Earth's orbit.

not really /: if a small metetorite was hurling towards earth (which is the more likely answer) the nuke would destroy it but still they'd have to have some kind of missile base underwater so it doesnt destroy a city

A lot of this seems to assume the nuke will be detonated near Earth. Much more likely is it will be detonated much further from Earth and not used to destroy the incoming problem but to deflect it so it will miss the planet altogether. The blast may or may not be able to be seen from Earth, depending on nuke size and distance. There will be some effects to the planet, but with distance, comes fewer effects. In all likelihood, using a nuke to deflect an incoming threat would only be used if the incoming threat is far enough away to allow us to form a plan, get everything together, build the nuke, and send it up all before it gets too close. As it sits right now, unless the US government has some secrets they're sitting on, we would be doomed if a large enough rock was heading our way. We lack the technology to deal with such a thing unless we happen to spot it a long way out, which currently is unlikely due to lack of funding and equipment. Instead of pumping billions into a force dedicated to killing other humans, it might be a better idea to try to get along and pump that money into defending ourselves from the dangers of space and getting us off this rock and onto another. The more giant rocks we can become self-sufficient on, the less likely our species is to go extinct. Right now, we are one big space rock away from vanishing from existence.
