It's true, as the only thing that a helmet protects is your face and cranium; your neck is still susceptible to any and all potential lines of injury. If we're talking about the upper body exclusively, It's far more common for a victim to have cervical spine injuries than a fractured cranium and/or mandible. James Corden started out very well in UK when he first started on TV, then he turned into an absolute prick and was loathed, I thought he was a right prick too and avoided him. Other studies around the world also show that drivers pass by closer to riders wearing helmets than those not. It is a much more complicated thing than people give it credit for.

The New Zealand Medical Journals conclusion was "This evaluation of NZ’s bicycle helmet law finds it has failed in aspects of promoting cycling, safety, health, accident compensation, environmental issues and civil liberties. It is estimated to cost about 53 lives per year in premature deaths and result in thousands of fines plus legal aspects of discrimination in accident compensation cases. Road safety and cyclist’s safety should be improved by coherent policies, which support health, the environment, and without the legal requirement to wear a helmet."
