Seems clear enough. He was an ISB Agent during the purge on Mandalore. The Darksaber was in the possession of some mandalorian leader until then. He likely trapped and eliminated its owner and claimed it.

Last we heard of it, it was in the hands of a Mandalorian leader. This is no coincidence the blade shows up in the show "The Mandalorian". Obviously the next step for the Mando is to take it back.
