To what extent the Dicey's conception of rule of law meets present UK legal system?

I'm reading the introduction to the study of the law of the constitution and my summary is - The law is simple; cause no loss, injury or harm... parliament is harmful. The peoples sovereign supremacy is their vote. People give away unlimited power and authority when they are on the electoral register and vote. Parliament cannot stand without the vote of the people. Getting off the electoral register prevents the abuse of the peoples authority by parliament assembled. More so getting off the ER stops councils selling private information to 3rd parties and obstructs council tax being levied against domestic property used wholly for the purposes of livig accommodation as within the local government finance act 1988 s66 ss1 a - supported by case law and halsbury's!
