I can answer that for you: The second Ice Climber is essentially a second computer-controlled character altogether, meaning it has very complex AI. In some sense, if four people were to play as Ice climbers in Melee and Brawl, the game was actually processing Eight characters at once, something the 3DS likely would not be able to handle. Luma, on the other hand, is barely more complex than Olimar's Pikmin. It generally just follows Rosalina everywhere and responds completely to button commands as opposed to imitating the player character and having independent survival abilities like the second Ice Climber. I hope this cleared things up, because I see this question a lot online.
