Jupiter would need more than a bit more mass to become a star, or even a brown dwarf for that matter. Brown dwarfs start at around 10-15 Jupiter masses, red dwarfs start at around 70-80. If you combined the mass of every single object in the solar system other than the Sun into one object you still wouldn't have enough mass for a brown dwarf.

Gas Giants being larger than Red Dwarf stars is normal, as a gas giant's mass increases beyond around 1.5 Jupiter masses, the gas giant will essentially stop growing and possibly shrink, causing the density to start increasing and for it to transition into a Brown Dwarf. For example, the largest planet known, HD 100546 b, is around 883000km in diameter and is around 13 Jovian masses (upper mass limit), so over time it will probably shrink to around 200000km in diameter, become denser and probably become an L-Type Brown Dwarf or a Brown Subdwarf (that is if its parent star doesn't destroy it within the following 100 million years or so) More accurate examples are Jupiter, Saturn and Uranus, which are all currently shrinking and becoming denser, Saturn will shrink to a minimum of 90000km from its current diameter of around 120000km
