Best explanation I've heard on this topic. The key for me was the clarification of "Resting Length" as the "optimal length for overlap" and also the differentiation between muscle force production and how this may interplay with but is measured differently than the force produced by an overall movement considering all the biomechanics involved.

Hi there If a muscle becomes too shortened in an end range position e.g. external rotation infraspinatus is tight would eccentric loading help correct it and what is a better too to lenghten muscles bands or small weights

I think optimizing function and hypertrophy would be very challenging. Typically stable exercises like machines, single joint movements, barbell lifts, etc are more optimal for hypertrophy and full body exercises involving movement patterns like marching, lunging, rotation, etc are more functional. There's some overlap but you can't optimize both at the same time
