Madras Presidency was ruled directly by the British - not sure why they wouldn't have exploited this region. 2) Somewhere around 1940s, Avinashilinga Chettair laid the foundation of modern school education system. 3) K Kamarja, Universalized the Education system and provided free mid-dat meals ( Read how he set up schools, not from government taxes alone) 3) DMK emphasized social justice, provided reservations to all backward classes 3) MGR built Hospitals in every district of Tamil Nadu (this was built from State taxes, and hence the opposition to NEET exams). 4) All of this laid a solid foundation and post liberalisation, they were able to reap the benefits. And after 70 years of Independence, if there are BiMARU states, it ain't thr fault of the British. Fault is with the people who claim to rule and their priorities!
