I'm in law enforcement. All the police equipment is pretty much taken out of or off the vehicle. Typically the striping is removed too, but sometimes departments only remove the big identifying logo/patch on the sides. The spotlights aren't removed typically (although they're pretty shot at that point...either the gearing inside with the handle that moves the light around is stripped, or the lens cover is all faded out and old). The suspensions in the police vehicles are typically much, much better, so it made it desirable for places like cab companies to buy the old Ford Crown Vic patrol cars.
