The reason offense is down is because teams are paying bad QBs 50 million a season and not able to field a team around them, not teaching young QBs how to read a defense, not running the ball enough, and the DCs just being wicked smart right now. I have an idea! Give the QB, O Line, and Receivers a ten yard halo/buffer before making any contact at all! Don’t forget to give them open lanes with no opposition to the end zone! It’ll be great!

If you ban cover too then to balance it you’ll also have to ban receivers going 5 yards beyond the first down line

The cover two was invented the instant the forward pass was introduced to the game. From that point on the primary responsibility of both safeties was to cover the deep zone on their side of the field, even in the 60s, 70s and 80s. Sure in the run heavy league that it was back then you would often see teams playing one or both safeties much closer to the line on many plays often even rolling one of them "in the box" when they were getting gouged by the run. But their primary role was still to avoid getting beat with the deep passing game, and when defenses were in predictable passing downs those safeties were lined up just the way they do now and running the same cover two shell. It's not hard to beat a cover two. But most teams are incapable of executing the kind of consistent methodical offense that's required to do it. Just go look at all the most successful QBs in history, including the most recent ones. The vast majority of their passes are 3-7 yard throws. Some of those turn into huge gains because of RAC yardage and on paper it looks like they were just bombing all the time, but the reality is they weren't. It's just not reality that there was ever any point in NFL history where QBs were consistently launching the ball forty plus yards downfield, let alone that they were consistently completing them. You see more of those plays now than you ever did before and they are still relatively rare.
