Both the minister and the civil servant are middle class, but you have to understand that there are different levels within the middle class. Sir Humphrey was Oxbridge educated, whereas Jim Hacker went to the rather lower class LSE. There are little signals picked up unconsciously that show people where they sit in the social strata. In addition Hacker being a politician had to be a man of the people, or at least has to pretend to be.

Jim Hacker (Minister for Administrative Affairs in THIS series) had a 3rd at the LSE whilst Sir Humphrey Appleby (Permanent Secretary - ie one of the very top jobs in the Civil Service) had a 1st at Oxford. Whilst the LSE and Imperial College London (and some others) are fine universities now and their top students and teaching staff world-class, Sir Humphrey and his colleagues would have, at the time the programme was made, undoubtedly looked down upon the Minister - whilst making efforts to avoid making it look as though he was doing so. Class in the UK was/is very nuanced.

Similar augment could be taken with the current Defence (Warhead) Spending versus pay and quality of life in and for the NHS. (one could note , could the present virus challenge to the UK have been as effectively met with a reduced headcount in the defence forces ?

The back and forth arguments between opposing sides is where all the humour comes from in this show. I strongly suspect that you would really like this show as it was so well written

Like Boris , one at university is encourage to write essays taking a pro view of a contention, and a anti-view, argued out in tutorials and similar. Cabinet office and so on briefing papers will either show (at least) two outcomes, but with an executive summary and a line to take for speeches, etc. Ministers, of course, could take the view of their own appointed advisors.

My dear American friends, I am a Politics graduate and it is my privilege to attempt to educate you guys on this matter. The British governmental system is different to the US System in that we have a permanent Civil Service. The head of each Government department is called a Permanent Secretary. These stay the same which ever party is in "power". They are in charge of the enactment or administration of government policy where as the Government Minister is appointed by the prime minister and is in charge of directing Government policy. This series is an absolute classic as it was written by a Civil servant who worked in the Treasury in a sub-department to do with government administration. It shows this true characteristic that the civil servants tend to be resistant to change and it's very hard for Government ministers to actually change anything. I recommend watching this as it's a gold dust series! So good. Every blessing to you both and to your family!

a good one by Sir Humphrey where he states "The Times is read by those in power, the Guardian by those who wish to be in power, The Sun don't care who runs the country so long as she's got big Tits, and The Daily Star is read by people who'd rather be ruled by Moscow" for US readers, the Sun had its famous page 3 which had a different top topless model every day, and the Star was Marxist leaning or downright Red

I once worked with a former Civil Servant who left because he felt he was constantly ripping off the people who paid his wages. When he first joined he spent almost the whole of his first year going on Civil Service courses that were teaching him how to navigate the world of a Civil Service career. The course that made him leave was his final course which showed him how he could map his career to suit his own personal wishes. For example it taught him how to ensure that he would be working in a particular department in a particular part of the country so that his children (if he were ever to have any) could go to the best schools available.

Part of the humour of this episode is that the Minister never usually gets the advantage of his PPS. Here we see him getting one over and he makes the most of it!

It's true that PBS comes from public funding, but it should be noted that I (and a lot of other folks) would not have known about Yes Minister without it. I used to watch this show when I was ten or eleven, and it came on our local PBS station, along with Doctor Who, Mind Your Language, Butterflies, Yes Prime Minister, and later on Keeping Up Appearances, Jonathan Creek and a slew of other British as well as educational shows I never would have gotten to experience without public funding for educational television. I owe a good portion of my brain's early development to PBS.

The difference between the two is that one is an appointed civil servant while the other is elected. One can afford to be party to unpopular decisions that benefits him while keeping his job, the other cannot.

Seriously 'Yes Minister' & 'Yes Prime Minister' are among the finest comedies I've seen. Ah those heady days when UK TV was truly great. Guess we'll just have to make do with repeats.

Quick explanation on one line: "Glad to know that even the LSE is not totally opposed to education." This is not sarcasm, Sir Humphrey is an Oxford graduate and therefore of the belief that only Oxbridge colleges really provide education, ergo the London School of Economics barely qualifies as education, hence he's taken aback to hear it described as such.

The Senior Civil Servants find clever ways to dull enthusiastic MPs (left or right) away from what the Civil Servants consider ‘extreme’ views and/or policies. That’s why four or five years later and despite many pre-election promises, so little fundamentally changes.

Clearly musicians :) Not to worry, so is my sister. And what she went through, all those years ago - begging, borrowing, scraping, even teaching (!), and, yes, being subsidised - just to perform historically and culturally significant (or "boring" as I used to call it when I was lost in the role of younger brother who only cared about sport) music - was pretty heart breaking at times. It's still a very interesting, intensely debated dilemma that this genius comedy highlighted with a lightness of touch and accessible erudition that, in my view, might or even can never be surpassed.

The BBC is supposed to be, as a public service broadcaster, independent of the government, and should provide airtime for all parties and equal time for the major parties. There are accusations from all sides that the BBC favours the other side, and their are threats made to remove funding if it doesn't be less bias. The opinions I hear currently are that it does favour the right leaning party, but I'm sure those of that persuasion would disagree. It was only after I moved away from the UK that I realised the quality of the programming compared to my new country and how nice it was to watch programmes without advertising.

The civil servants are usually graduates from red brick universities, as are most, high flying politicians. There is a politician, Senior Civil Sevant and a junior CS. Margaret Thatcher's favourite comedy.

I think the CSs are the Permanent Secretary (attached to the department) and the Personal Secretary (Attached to the Minister of the Department) The MP (as MP or Minister may also have a Secretarial Allowance mainly for his/her constituency duties - I dont think we see on in these series).

@@Martin-88 EO, HEO or SEO (of have the grades changed - I passed one set of exams, failed two others - and lost on a HMCE job at interview - ended up as a consultant back in the department - middle ranking - being paid more hrly rate but worse pension terms !)

@@Martin-88 I probably set my sights too high on entry !! I think - I was at Dept for Business (its gone again I think) mainly, and they had a different grade structure to pretend they were quasi commercial. I had been in a Quango previously and Nationalised Industry before that, The fun of over bidding for projects in the hope you would get something and post justifying why the results didnt meet the forecast. Plus explaining that the Capital Expenditure REDUCED employment, but that without it we would have been uncompetitive and no-one would have employment. The treasury wanted Cash forecasts for 2 months ahead, the department insisted suppliers were paid within 14days of approval, we never knew quite when (a V large contract) was due to be technically approved so the guesswork was immense. When I was in a commecial company I ended up dealing with the EU on the intervention board working out the percentage of EU Beef in Bovril exports !

I was going to suggest the same thing. Box sets of this Fawlty Towers, Only Fools and Horses, One Foot in the Grave and Porridge are highly recommended for British sitcoms. However anything that was on ITV, avoid like the plague except Rising Damp and Only When I Laugh

This was made 40 years ago but not a lot has changed in reality. Senior civil servants often Oxbridge educated, motivated by what they think is best for the country. Government ministers have to try and appeal to the common man and woman to get re-elected.

Armando Iannucci, who went on to create The Thick of It and Veep, was a huge fan of this show; most of the the issues it discusses are still relevant now, and even though it's more old-fashioned in its presentation (shot on a set with a live audience, with a consequent slower pacing and sanded-down language) than the shows he made, it's still very funny.

They reckoned this was an accurate portrayal, but we always knew the country was run by Civil servants because the same ones have to work with whichever party is in office. Political parties come and go but the civil servants always remain. Talk about a closed shop!

Why do the Arts get public subsidy whilst sport is supported by private donations? Because it's more profitable for companies to spend their advertising budget on football and the like. And it's that combination of ticket sales, merchandising, and company investiture that enables premiere league footballers to draw wages so high above that of the common man that funds the arts.

I dont think the BBC is subsidised as such (World Service is - or used to be - out of the FO) , but it is under public control, mostly because a truly independent BBC at one time was feared of having a total monopoly and could effectively broadcast sedition against the ruling classes. ITV is beholden to its advertiser funding, but the BBC's Charter and Chairman are effectively political appointments.

1:10: Sorry Hacker; that's over-generalized class-ridden BS! I was introduced to opera and the arts and literature by my father who worked in a factory producing furniture. and my book collection was built on top of my grandmother's who started life as a scullery maid in 1901 and ended up running a shop and post office. My dad liked football and went to matches. Football bores me to sleep, except maybe when it's played by dogs punting a ball about, then I can find some amusement with it.

It shows that at its best satire does not need to focus on an individual or take political sides, it can be about how all government and politics works, and by doing that still be relevant and very funny, 40 years later.

The writing on this is spot on. If the arts (opera etc) they couldn't survive as a commercial operation. Even football would struggle without sponsorship.

I believe the middle class is subjective. I had a neighbour who would be considered working class came into some money and said "i suppose i'm middle class now" . Class is man made in order to maintain status within society and with other complex motives . Yes Prime Minister was said to be close to the truth the real question is to what degree. Just as human traits are a question of degrees, i for one have little or no degree of envy[very destructive human characteristic] other human traits make up life such as anger,lust,greed, etc: some of us have lots of patience some others almost none and we are all susceptible to some degree to indoctrination through the media and teaching.

The Minister was elected as an MP whereas his permament private secretary is almost certainly educated at a top University. So although the Minister is his boss.. class within clasd

All three of them are middle class.by the time the 70s arrived the arts and tv industry was firmly a refuge for the middle to upper classes.

A couple of things guys: Jim (the minister) and Humphrey (the civil servant) don't sound the same. H is clearly upper class and probably went to a minor public school whereas J is working class but puts on a faux upper class accent (which he probably learnt to do whilst at university (the LSE) so he'll be accepted by the establishment. The BBC is almost always left leaning (and has been since at least the mid 1960s). While I don't always agree with the the Beeb politically, being subsidised means it can produce content that is non commercial ie more documentaries, less reality tv and that's got to be a good thing. Lastly please remember most of our major museums are subsidised in some form and therefore don't have to charge an admission fee. Once again a good thing.

I think you are talking about the way the BBC used to be. Most of its output now is trash and repeats. The bunch in charge now even despise the old BBC shows, especially the comedy, for being politically incorrect.

Certainly a provacative and thought-provoking clip! I suspect that the minister agrees with the top Civil Servant and was merely playing devil's advocate to show how easy bourgeois assumptions can be problematic.

The BBC is funded directly by the taxpayer via the licence fee, not out of general taxation. As an MP, the minister is elected by voters every 4 or 5 years which is why they might take a different view to funding the arts than a civil servant.

The government of the day do not control BBC content. The BBC is impartial. It’s slightly concerning you would think that. If Labour or Lib Democrats are elected at this next election, do you genuinely think the content/message bias would change at the BBC?

The BBC don't align with the government their notoriously left wing and often have a separate agenda. Even Tony Blair's government was constantly at loggerheads with them and they were centre left. The BBC is often accused of having a metropolitan 'we know best' attitude and completely misjudged the national mood around Brexit taking a 'London remainer' position. That said, it's a national institution and part of our history, so reforming it is a slow process. We all complain about it but many of us would be sad to see it go, it's still a lot more upmarket than most of the content on commercial channels.

As a pleb I actually think culture that is part of our heritage should subsidised and TBF the wealthier people pay a lot more in taxes. Just having cultured art around us makes us more civilised and can take us out of the mundanity and regimented pressures of every day life. Where I draw the line is where that art becomes pretentious and ugly as with modern art and postmodernist architecture, there its purpose is not to raise the human spirit but to crush it. Also the taxpayer funding profitable foundations and trusts is diabolical, for example the Queens Estate gets a fortune from the taxpayer yet returns a profit over £100M every year of which 20% goes directly to the Royal family! And the Queen is richest woman in the world! That is a total disgrace. Another example would be the BBC for which people are forced to pay for if they want to watch any live TV even if like me they detest the BBC and its political agenda and wouldn't watch it if you paid me.

The BBC is supposed to be politically neutral. It isnt, which is why there is a call for it to go commercial and stop being state funded through the TV license fee you have to pay to watch live television or BBC output online.

So the reason why the opera is expensive is that musicians need to be paid to rehearse? hmm it's like actors need to be paid to rehearse as well but the film industry manages to (mostly) make a profit.. Sorry but that's not a reason for public subsidy.

With Yes Minister, the Middle Class is reigning supreme but itself is very stratified. The Civil Servants (at the Permanent Secretary level at least) are certainly the upper crust of the Upper Middle Class - Sir Humphrey Appleby (Nigel Hawthorne) being no exception; the more junior civil servant, Principal Private Secretary to the Minister Bernard Woolley (Derek Fowlds) would be solidly Middle Class, with maybe a foot in the door to being Upper Middle Class, and Minister Jim Hacker (Paul Eddington) would be just-about Upper Class, though mostly considered Upper Middle Class due to his position, though is from Middle Class roots, and is a former Newspaper Editor.

Sir H - Harrow ?, Bernard - Grammer, Hacker - Secondary Modern made good maybe uplifted to Grammer at 13? , normally would be ex-eton, but I dont think Eton was a prevelent in the 70s/80s MP make up. Theres one with their old school ties on, but I never know what is school, what is college and what is regimental. I think the PMs PPS was a ex-military.

The BBC were meant to be impartial and neutral in their reporting and coverage. These days they are far more left wing and woke. The whole point of them getting public money was to allow them to cater for even the minority interests and sections of society, where it may not be commercially viable to do so. As far as I can tell, these days the biggest problem producers at the BBC have is how they are going to spend all of their budget! I watched a documentary about Dominic Cummings last year on the BBC and it was strewn with expensive movie clips, which had no relevance to the subject with only the tenuous link that Cummings was like an evil superhero. Disgraceful waste of the licence fee payers money. Yes Minister is fantastically written, famously one of Maggie Thatcher's favourite programmes and I think still very relevant even in today's Politics.
