Being involved in the MIC was only really a plot device of the Nolan movies, but even then, they weren't typically manufacturing "weapons", it was non-lethal things like body armor and bridging vehicles, and they were all just prototypes, they never went into production.

No nick is right because chaos is unpredictable so because the joker is always being predictable he's always going to commit crimes, he's not chaotic at all, even if one of the byproducts of his actions is that some form of chaos happens, he himself is not chaotic. You need to actually listen to Nick fully instead of just hearing the first thing he says then letting your thoughts run wild to the point you're listening to your own thoughts more than nick explaining what he just said.
